MISSION
EAA provides the highest professional-level service to the City employees it represents by employing a talented and dedicated staff, who utilize proven bargaining and negotiating skills to obtain the best possible employment contracts, and who work on a daily basis to ensure that the City as an employer complies with all provisions of those contracts and all other laws and regulations affecting employment.
OPERATING PRINCIPLES
EAA operates under the authority of its Constitution and By-Laws. An elected Board of Governors bears full fiduciary and policy-setting responsibility and is also tasked with retaining the services of an Executive Director.
EAA hires its Executive Director through a competitive process under a contract whose terms and length are part of the negotiation process conducted by the Board. The Board determines the requirements which include long and varied experience within the labor movement, a passion for union involvement, and other qualities. The Executive Director is responsible for the implementation of the Board's policies and directions, and for hiring necessary staff within the budgetary constraints set by the Board.
EAA employs the most knowledgeable and best trained labor representatives available to Los Angeles City unions. Representatives are recruited from the ranks of passionate union members whose involvement with organized labor predates their employment at EAA. Indeed, some of them became active union members in their teens.
EAA is one of the largest of the City labor unions, representing approximately 8,000 people employed in administrative, professional, and technical occupations. These "knowledge workers" deserve the high quality contracts obtained through their representation by EAA, in recognition of their high level of experience and education. EAA-negotiated contracts ensure job security, equitable wages and benefits, fair treatment by management, a safe working environment, and a retirement system that allows for security after leaving the City work force.
